I was watching parking wars and these guys put these metal locks on the center piece of tires on cars, its some kind of lock or something. They did it to cars that the owners owed lots of money in fines. I suppose you cant drive with this on the tire, but what good does that do, does the car just sit there forever and ever? What is the point?
Also, what is double parking? They were writing tickets for double parking and i dont get what it is.
